On each ISA Server, go into the Remote Site connection and add the external
IP address of the opposite ISA Server. What is happpening is that when you
PING from ISA, it sources from it's external IP address - the remote ISA
Server doens't have an IPSec filter for this IP and Quick Mode negotiations
fail. Adding the external IP causes the correct filter to be sent to IPSec.
